Running 'postinstall check' on a Raspberry Pi 3B+ with a current (well, as of just before the openssl upgrade of a few days ago) evbarm64 installation complains about a missing majors file:
makedev check:
ERROR: can't find majors file '/usr/src/sys/arch/evbarm/conf/majors.evbarm'
and

Cannot find device major numbers for pty master and slave
