* Added `spotless-maven-plugin` and configured it to add license headers to pom.xml files and java source code. * Set up palantir java formatting ruleset for consistent code styling. * Remove dead code preventing the formatter from running. I have verified that the code works. I did not apply the style/formatting rule due to large number of source code changes.
