Merge priv.h:1.18 from HEAD to RELENG_7:
Introduce a new privilege allowing to set certain IP header options
(hop-by-hop, routing headers).
Leave a few comments to be addressed later.
(Note: This does not MFC the use of the privilege, only the definition of
the privilege.)
