Not true, for example svn.apache.org <-> svn.eu.apache.org via
SVNMasterURI and svnsync.
Also, editing the revprop won't be propagated to the cvs tree as the
export is a one-time pass.
This *is* probably the so show stopper.
I'd be more inclined to figure out a way to just force a commit.
Thats a C level edit in the RA layer IIRC.
