- Catch up with apache/apr related changes
o Remove WITH_APACHE2_APR its always the port now
o Remove some prelimiary checks for apr-1?-config
o WITH_MOD_DAV_SVN now implies WITH_APACHE matching ports KNOBS
o Simplify the apr-1?-config and include setup
o if you build subversion WITHOUT WITH_APACHE or WITHOUT_APACHE you
get devel/apr1 as the subverion developers intend.
