I suspect that the language in this man page suggests a bit more flexibility in user naming than is actually the case. For example, usernames cannot contain the ':' character, by virtue of that being the delimiter of the user file. Likewise, they should not include a '/', as that prevents the user's name from being used for the name of their home directory. I suspect the right approach is to come up with a list of characters that can be included in usernames, rather than one that can't.
