Minor tightening up of release notes:
Delete two release notes related to the kern.elf*.can_exec_dyn that
seemed to cancel each other out.
Consolidate two notes related to BPF JIT.
Delete note about fixing CHECKSUM.MD5 bug; no released versions of
FreeBSD shipped with it.
