MFC revs 1.4 and 1.5:
- Removed updates to if_ibytes, if_obytes, if_imcasts, and if_omcasts.
- Match code in 6.x and HEAD for handling excessively fragmented mbufs for
TX.
- Handle ifconfig up when HW is down.
