It is not official unless majority of active porters agree
upon it.

I really believe this discussion is going nowhere.
It is not going nowhere. You are trying to enforce some rules that you
have no right to enforce. And that the whole point of this discussion. I
am sorry, but but the fact that somebody committed some questionable
words into porters handbook doesn't mean that it's official.
