The BSD.local.dist part of this change is questionable; the rule we
have is that locales don't get added here unless a sufficient number
of ports use them (our cutoff is 10).  Even when this is the case,
changes here require further coordination since just committing here
will break those >10 ports.

Can you please let us (=portmgr) know which ports are making use of
this locale?
