Well, the problem is that adding CFLAGS to SRC_HC_OPTS will break the
build in lots of cases where people have a completely reasonable CFLAGS
setting.  For example, this will break the FreeBSD port if you have
CFLAGS=-g in your /etc/make.conf; the build shouldn't be this fragile.
