Adding support for building via MSYS-dependent

Well, first of all we should get a plain Cygwin and a plain MinGW/MSYS
build working again, neither did work (and, alas, doesn't work again
right now). I can't see why we should complicate things as they are
describes in the win32 building notes: When Joe User downloads a
preprocessed source distribution (i.e. one where you don't need Happy
+ hsc2hs), a single build system should be enough. BTW, is there a
chance to get daily preprocessed snapshots on the web? Apart from that,
what's wrong with this commit?
