Log:
Redistribute stuff between the top-level makefiles, so that Makefile is
mostly portable (except that it still uses include) so it can be used
for ordinary building.
The tar and rpm targets are delegated to the GNU makefile RPM.mk
Both include Defs.mk, which contains basic definitions.
