Add a .hc bootstrap nightly regress test.
If you define $do_hc_bootstrap = "YES", we'll attempt to do an .hc
bootstrap with the .hc tarball, just as you would if porting ghc.
Currently only works with the stable branch. hc bootstrapping needs to
be ironed out a little in the head, yet.
