Command-flag cleanup

* Fewer cases in GhcMode: eliminate DoMkDLL, DoLink, both in favour of
StopBefore StopLn
* Replace the NoLink boolean with a GhcLink three-way flag:
NoLink, StaticLink, MakeDLL
* Corresponding plumbing to link it all up.
