misc tweaks, some stuff on make, and removed the users section.
I believe the most appropriate place for user documentation on <hc>-pkg
is the User's Guide of the relevant compiler, which can document all the
compiler-specific features (as the GHC UG does). The generic interface
is between Cabal and compilers, and so belongs in the spec.
