Minor tweaks to get mingw to build cleanly:
- the addition of use_link_tree=NO in your conf-* file disables
the use of symbolic link trees for the build; instead, do it
in the source tree directly.
- feed in extra STAGE{1,2,3}_BUILD_MK_OPTS args to
new-build-stage1 / build-compiler scripts
- upload final mingw dist to haskell.org...left this commented out
as it really should be handled via the normal publish=yes route.
