There was a sym link from

  packages/Cabal to ../cabal

which works fine for people that have direct access to the filesystem,
but did not work under apache. Its fixed now; we allow symbolic
links inside the darcs http tree.

I hit the same problem when building a new, clean ghc-HEAD.
The instructions on the wiki page should work now.
