There was a sym link from
packages/Cabal to ../cabal
which works fine for people that have direct access to the filesystem,
but did not work under apache. Its fixed now; we allow symbolic
links inside the darcs http tree.
I hit the same problem when building a new, clean ghc-HEAD.
The instructions on the wiki page should work now.

Hello,
At the time of writing this, when I try to access one of the
"http://hackage.haskell.org/trac/ghc/wiki/DarcsRepositories", the
one called
"http://darcs.haskell.org/packages/Cabal", I get the following
message:
Forbidden
You don't have permission to access /packages/Cabal on this server.
Additionally, a 403 Forbidden error was encountered while trying
to use an
ErrorDocument to handle the request.
Other packages (e.g. "http://darcs.haskell.org/packages/base/")
behave in a
much more useful manner.
An explanation of this (and a remedy?) would be most welcome.
(I am following the directions on
"http://hackage.haskell.org/trac/ghc/wiki/Building/
GettingTheSources" and
step into this problem when I do the "./darcs-all get".)
Thanks and regards
Thorkil
