Handling the errors EXCHANGE_ACCOUNT_FOLDER_GC_NOTREACHABLE and
EXCHANGE_ACCOUNT_FOLDER_NO_SUCH_USER. Added an error code
folder-no-gc-error and corresponding error string. Fixes #234359.
