this still appears to be the case?
of course, i changed the prep-bin-dist-mingw permission last
time, so that works for me now, just not out-of-the box, and
the generated ghcii.sh is still not executable by default.

- make binary-dist fails because an execute permission isn't set
/bin/sh: ../distrib/prep-bin-dist-mingw: Permission denied
