"x86 Windows head" has been failing for over a month, but "x86 Windows
head fast" seems ok?
The failure is because the Perl in ghc-tarballs is an MSYS binary, and
requires the MSYS DLL, which isn't on the PATH for these builds (I guess
the fast build is just lucky and doesn't use Perl for anything).
We should use native/mingw tools only in ghc-tarballs, I think. Ian
said he was going to look into this.
