The problem is the "1,14,0 1,15,0" here. It should be "1,15,0".
It comes from
utils/ghc-cabal/ghc.mk
which ultimately gets it by doing
grep "^Version:" libraries/Cabal/Cabal/Cabal.cabal | sed "s/^Version: //"
but I have no idea why it would be going wrong for you.
