Move some more constants fo platformConstants
Similarly with mIN_INTLIKE and mIN_CHARLIKE - these are RTS-specific
constants, not platform-specific. I suppose it's conceivable that we
might modify mUT_ARR_PTRS_CARD_BITS on a per-platform basis though.
