    Remove the use of "lazy" in the Eval monad
    
    It wasn't doing anything useful (that I could see), and it wasn't
    being removed by GHC either for tedious reasons because it was around
    a function, so it was slowing things down.  This makes a tiny
    improvements to the benchmarks.
