Log:
Switching number of tests of Parrot::Revision in t/configure/ and
t/postconfigure/ so that tests which mock non-existence of file 'DEVELOPING'
are run first. (This makes coverage analysis work better.) Reconstituted
MANIFEST and MANIFEST.SKIP.
