As far as I know, TortoiseCVS does not yet have any
of the DST fixes.  Luckily most of us are no longer
in DST.  I hope it gets fixed before next April.

Ditto all that for cvsin.

I don't honestly know if Tortise is affected by this, but it is built
off of wincvs.  I applied the wincvs DST fixe when I read about it and
have never had that issue.
