The CVS repository should be managed by the server wich "owns" the
disk it is stored on. In other words, don't use a network drive for
CVS to locate its repository. You may think that the drive letter Z:
would serve fine, but in actual fact CVSNT runs as another user and
this user (SYSTEM) does not have a drive mapping available...
There are also the permissions problems for users, this does not work
across the network.

So move your CVSNT service to the machine managing the disk drive or
move the repository to a local drive.
