Since you guys are on windows (2000 i presume) why not use the included VPN? It's basically the same as SSH but requires no additional installation:
just go to RRAS (routing & ras) on the server and activate incoming VPN, then activate the users, which should be allowed to "dial in" (in their account settings). on the client just establish a VPN like any other dial-up connection (if you select VPN, you enter an IP Address instead of a phone number). voila!
