For readonly access to CVS you need to create a 'LockDir' directory,
preferably 'cvslocks' below the cvstemp directory and set the
CVSROOT/config option as follows:
LockDir=c:/cvstemp/cvslocks
(Of course assuming that the temp dir is in c:/cvstemp)
