They're created as an artefact of creating the new RCS file.. import is
somewhat a law unto itself regarding this, so there are currently no
hooks that can be used to monitor it. I suspect they can be added, but
I haven't looked at that code in a while so you'd have to ask Arthur how
easy it would be.
