Downstream level might be a little high (optimum is I believe between -5 and -15 Dbmv) however, under your ariginal configuration you would have had a splitter and some length of cable that would have put you close. Does it say "locked" under downstream? If so, look under "Operation Configuration" and make sure that the "maximum number of CPE's" is at least 1. Let me know what you come up with.
