Is foo a static IP or a DHCP from Charter?

The last entry in maillog would indicate the mail server at chater did
recieve the message.  I think the question here is; What did charter do
with the email?  Good luck gettin that answered.

I've seen a lot of ISPs be very aggressive as to assume email from a DHCP
address is SPAM, and subsequently not deliver it.
