It's just an additional Windows component. Click on Add/Remove software and it's there. ASP with VBscript is included. This brings up the question, why would anyone want to install Apache + PHP on WinXP?

IIS 4/5 was just a component or service pack in NT and 2k as well. I've never paid anything for it.

Apache on win: Its better, more secure, more people use/know it, and, oh yeah ... it's free (as in speech)

But that said, win admins tend to stick to their own. So depending on who you talk to, the decision is not always made based on the merits.
