Actually that happens all the time! In particular, it happened with with gcc. And aterm, for example, is based on rxvt code. And I strongly object to the twerm "swiped" Encoded within that usage is a strong animus against free (as in freedom) software. The developers of aterm used the freedoms of the GPL in exactly the way that RMS designed them to be used. That is one of the strong point of the GPL: if somebody thought that Linus wasn't doing a good job, they could take all the source code a make a different kernel. Linus had noted that possibility in several interviews.
