Let me say first that I'm not answering your original questions.  Next,
 let me make a broad statement of fact:

  ALL SOFTWARE LICENSES build upon copyright law.

Perhaps there is a better way to phrase that statement but that is the
gist of it.  Without copyright law NO software license (GPL, EULA,
Mozila, Propietary, foo, bar, baz) is enforceable nor does any license
have to make such a statment because it is implied by the very fact that
the license exists.

:) BUT as you wish, this statement is pulled from the Preamble to the GPL:

" We protect your rights with two steps: (1) copyright the software, and
(2) offer you this license which gives you legal permission to copy,
distribute and/or modify the software."

The only exception to my ALL licenses statement might be the BSD license
because it has NO restrictions and therefore nothing to enforce.
Without copyright law ALL software licenses would effectively be the
same as BSD.  Anyone could modify, copy, redistribute, keep to
themselves, burn in effigy, etc. any software they could get hold of.
