Can anyone explain why I cannot port forward to my router's webserver?

 From a machine on my local network I can do the following:

[lanmachine] $ wget -q -O - http://foo:[EMAIL PROTECTED]/ | head -6
<HTML>
<HEAD>
<TITLE>DI-514</TITLE>
<META HTTP-EQUIV=Content-Type CONTENT="text/html; charset=iso-8859-1">
<script language="JavaScript" src="public.gif"></script>
</HEAD>

Yet, if I try to portforward using ssh, I get this reponse:

[offsitemachine] $ ssh -N -L 10180:192.168.0.1:80 [EMAIL PROTECTED] &
[offsitemachine] $ wget -q -O - http://foo:[EMAIL PROTECTED]:10180/
<HTML><HEAD><TITLE>401 The web site is blocked by administrator</ 
TITLE></HEAD>
<BODY BGCOLOR="#ffffff"><H4>401 The web site is blocked by  
administrator</H4></BODY></HTML>

The HTML response shows that I'm getting to the router.  Why is it  
saying that I'm blocked?  Shouldn't the ssh tunnel tell the router  
that I'm coming from lanmachine?
