Can Gimpshop (i.e. Gimp) create vector shapes?

I'm taking on the HP on-line courses covering Adobe Photoshop CS2.   
My goal is to learn Photoshop and Gimpshop side-by-side.  However,  
I'm at one point in the course where it appears that Photoshop can  
create vector chapes (like what normally would be done with  
Illustrator or OOo Draw) in a separate layer.  I don't seem to be  
able to do that with Gimpshop.  Is that correct or am I overlooking  
something in the Gimpshop?

If I cannot create vector shapes with Gimpshop, what is the "normal"  
way for combining vector shapes and raster shapes?
