Yup.  Did that.  In fact what I did was open a TIFF file that has two  
"pages", save it is as .xcf, and then try to "save as" a TIFF.   
Saving as an .xcf worked just fine: I can close and open it and the  
layers are preserved.  Saving as a TIFF did not work.  Gimp collapses  
the layers.

I would give a sample tiff except that the tiff I have is ~ 40 MB.

There's some cool information on Layer Masking which I'll probably  
use, but there's no mention of TIFFs.  Is there a particular section  
you have in mind?
