Yup. Did that. In fact what I did was open a TIFF file that has two "pages", save it is as .xcf, and then try to "save as" a TIFF. Saving as an .xcf worked just fine: I can close and open it and the layers are preserved. Saving as a TIFF did not work. Gimp collapses the layers.
