rsync. Although you are probably looking for a web-based solution. Does Dreamhost do cpanel? You can navigate files easily with that but, as any web based system, it can be a bit slow. If you have shell access, you can rsync (vi ssh) to do the backup and then, when you need the files, you can browse them via cpanel.
