rsync.

Although you are probably looking for a web-based solution.  Does
Dreamhost do cpanel?  You can navigate files easily with that but, as
any web based system, it can be a bit slow.

If you have shell access, you can rsync (vi ssh) to do the backup and
then, when you need the files, you can browse them via cpanel.  Of
course, you would want to rsync the files to a location not accessibly
by the web browser, but accessible via cpanel.
