Would love to test it, except that I have to have a Plan B (i.e. return
the machine, small claims court) when I'm given the run-around like last
time[1].

A few points about the article:

1) the person purchased a Dell laptop.  If you purchase a laptop from
any of the local retailers, there is a 15% restocking fee.  So even if
you return the laptop, you are out 15%.

2) the article implies that he ordered the laptop directly from Dell and
not from a retailer.

3) he was prepared to go to small claims, so photographed the entire
process of declining the license.
