Best solution: skip all the local stuff and get it from the Secretary of state: http://www.sos.mo.gov/forms/elections/absentee.pdf It prints. It e-mails. You can link to it. You can even fill it out with Evince. In fact, I filled it out with Evince, printed it as a PDF, sent to myself via Gmail, and printed it out with Adobe Reader on Windows XP.
