There are many entities that store personal information about me: my physician, dentist, bank, credit card co, mortgage provider, gas company, phone company, school registrars office, etc. not to mention the public records at the city recorders office. So, I suspect the issue isn't that others store personal data about individuals, but rather that there is little if any culpability if that data is stolen or inadvertently released.
