Note that RFC2549 (1 April 1999) was an amendment to RFC 1149 - Standard for
the transmission of IP datagrams on avian carriers, of 1 April 1990. Might
be time for another amendment, since it's been every 9 years or so.
Comments were quite illuminating, especially one that suggested using
contactless smart-card technology to read the packets, eliminating any need
for human intervention to recover the data.
