Sounds like Grand Central (from Google), but I think they have stopped
accepting new subscribers - might want to check again or post a question to
be sure. Price is right (free, probably during beta testing at least).
Mostly seems to work pretty well. Central idea is a lifetime phone number
you can take with you wherever you go.
