Require basic computer literacy as a condition of employment.  A
standard pre-employment screening test would weed out the biggest
idiots.  Don't make it a deal-breaker; instead, offer training courses
to otherwise-qualified applicants.

Immediately, and on an ongoing (annual?) basis, perform an "IT-IQ" audit
of all employees, top to bottom.  Use the audit results to identify
areas where [re-]training is in order.  Implement employee training.  90
days later, re-audit, and use the results to measure improvement or
target further training needs.

Areas to focus on include basic computer operations, communications,
security, just to name a few.
