Is the Alcatel modem also a DHCP server?  Is he connecting both
routers via the WAN ports to the modem?

If the answer to both questions is "yes", then turn off the DHCP
service on both routers and connect the routers to the modem via one
of the four LAN ports.

If the answer, to the first question is "no", then turn off the DHCP
service on all but one of the routers and connect the routers to the
modem via one of the four LAN ports.
