Just checked that I am a member of the Administrators group. And did a check on the system. It looks like it may not be Win2003Server but rather Win2K:
http://groups.google.com/group/cwelug/web/win2003serv.vbox1.6.6.png Win2K is not in the list of supported hosts. That would explain why it doesn't work.
