Turns out that my question had unforeseen multiple parts.  The
sticking point came to input.  I know how to draw the character (e.g.
in Gimp), but how do I enter it into Google translate so that Google
can translate it, short of getting a Chinese keyboard?

BTW, the question of input is not limited to Chinese.  The same
question could be asked of Arabic, Hindi, Hebrew, Ojibwa, and other
non-latin character languages.
