I finally cleared up my slow networking issue by setting up a local DNS
cache on my machine, using dnsmasq.

Here's the "how to" on Ubuntu Geek for those of you who may be

To test, I opened a terminal and checked a few addresses:

dig icanhazcheeseburgers.com (why not? :)

First query time: 202 msec.  Second query time: 0 msec.

Likewise other addresses I tested.  So to answer my own question from a
few weeks back, YES, local caching makes a BIG difference.
