Those have been the standard key combinations for a long time, outside of M$
applications, where a standard degree of randomness prevails. I think it
predates OS version numbering. Part of the distinction of having a Command
key (clover or apple), from before a Control key was put on the keyboard.
(Having both, of course, is best).

Note that, although the Command key is mapped to/from the Windows key, their
functions are totally different. I have never hit the Windows key on
purpose, but the Command key can be extremely helpful, and as of v7.6, has
allowed doing just about everything without having to use the mouse. (I hope
OSX can get back to some of that usability)

You mentioned earlier that Cmd-Q often quits (or Cmd-W closes) without
warning. They should offer to save anything that would be lost before taking
action, but some designers didn't read the book closely enough. Allowing the
user to return to previous status can get over unexpected closure, if the
author thought to put that feature in.
